The Rebel Armies of the Apex are not one unified organization. They are a group of different armies, some formal and organized, some anti-Commune pirates and raider bands. Their only true unifying trait is the desire to topple the crumbling regime, but even then, they are often at odds with one another as much as the loyalists to Big Ape. Human mercenaries, bandits, outcasts, and humanitarians, set adrift from the destruction of Earth, helped sow the seeds of various ideologies and beliefs into the rebels desperate for a new identity after casting off their shackles. Almost all of the groups with a political ideology have Anarchist, Socialist, or full Communist beliefs. Humans hopeful of an pan-galactic worker's revolution certainly know this is the place to start it.
The Apex Free Republic (also known as the Provisional Government of the Free Republic) is by far the most organized, formalized, and powerful of the rebellious factions. It is a junta currently in the midst of trying to facilitate democratic elections, though this has been a difficult task with a displaced and fractured population undergoing constant threat of violence, famine, and disease. The military has resorted to appointing government officials from both its own ranks and capable civilians, Apex or not. This system has varying effectiveness, but it seems to be the best option available. The AFR is also one of the most diverse armies/governments in the conflict, accepting volunteers from all races, creeds, and backgrounds. The Foreign Legion regiments are both troublesome and incredibly competent. Commune propaganda decries them as rapists, murderers, pillagers, and in some cases, this is true. Nonetheless, their records speak for the value of foreign volunteers.
Several, more democratic factions also exist. These are often individual systems, planets, or even just settlements that have obtained independence through one method or another. Independent navies exist as well- ranging from small flotillas of converted civilian ships, to captured, or even mutinous warships. These are often crewed by professional sailors, though there are plenty of criminal and pirate organizations that has pledged to only prey on vessels from certain sides of the conflict.
